Is Recruiting Part of HR? Although recruiters and HR may collaborate to fill openings, they are not the same job function. A recruiter's role is to find and source candidates for specific job openings. HR's role is significantly broader, including many other facets of employee management such as onboarding, training, performance reviews, and conflict resolution. In many companies, recruiting will be distinct from HR or be contracted out to a third-party recruiter or staffing agency. In a small firm, however, where workers wear multiple hats, there may be no independent recruiter, and the HR Manager or another administrative professional may take on recruiting responsibilities. The Human Resource Manager may collaborate with hiring managers to decide job scope, title, description, and pay. They will pass this information along to the recruiter, who will look for qualified individuals for the position. The recruiter may publish ads on job sites or social media, reply to applicants, source candidates in their professional network, perform phone screenings, and organize interviews. The recruiter does not make hiring decisions, and their job is completed once the position is filled. HR, on the other hand, begins its work when an employee is hired.
