Communication and behavior both have a purpose and and there is an intent behind them. When we are telling our children what to do or what to say/communicate, we are not allowing them to develop the skills to understand the social world around them and to make their own behavioral and communicative choices. . This applies to any setting -- school, home, community. When you are talking to your child's IEP team, ask them to teach your child to look for relevant cues in the environment and infer what is going on and how to respond.
