I think as long as local small shops have hand gel with at least 60% alcohol content for anyone entering and leaving to use, ensuring they use correct proper 40 second at least techniques, and wipes get used by those businesses regularly wiping down surfaces.  People keep a safe distance from others as well, nobody contact at all.  As long as that's done at the very least there shouldn't be much risk.

Avoid large crowded places, malls, bigger chain stores etc.

Put a notice on the door outside stating: Anyone coughing or with cold symptoms aren't allowed in period, but should be masked up (only those people) they must inform public health right away, and remain at home as its for them only to wear a mask, the sick, not for hoarding or for anyone else to use as it won't help anything but is wasteful and uses up resources others need like us health care Professionals.  


More recently shops should now be wiping surfaces down often effectively, and providing hand sanitiser at the entrance for people entering and exiting.  And encouraging social distancing in and around there.  Shops that are allowed to stay open that is.
