For the best fit possible here's my suggestion:

Take measurements from an item that fits you well, that is similar to the item you want to purchase, and that has no stretch in it. Lay it flat to measure.

Bust: corner of one arm pit to the corner of the other - Double this measurement.

Shoulder: shoulder seam to shoulder seam (where the sleeve is attached to the body)

Sleeve: cuff to shoulder seam

Length of Shirt/Dress: shoulder to bottom hem

Waist: smallest part of the bodice - Double this measurement.

Hips: approximately 8" below the waist - at the widest part of the pants/skirt/dress - double this measurement.

Pant Stride: crotch to bottom hem
Pant Rise (Front): crotch to waist

Pant/Skirt Length: waist to bottom hem
