Here's a reason why Chinese and other foreign manufacturers laugh at the CPSC: a lawyer from UCLA and political science undergrad from Chicago. In other words, a political hack with no engineering or product development background who can be squeezed and manipulated by donations to his favoritest causes since he doesn't have the math, physics, et al. chops to question their processes of how they do things, but is eminently suited to react, after the fact, to problems. He has spent his entire professional life as a political critter and is easier to technically bamboozle than your average CCP hack; who all have to take calculus. It's a prima facie example of why companies risk violation of product safety law. They know the consequences are typically trivial vs. the very real costs of doing things the correct way.
