We chose Harper's for roll down hurricane shutters on our lanai. Not only do they look great, the installers were awesome. Prompt, professional and meticulous. Best part...they were able do get it done weeks earlier than promised :) Highly recommend Harper's for hurricane protection.

Harper's is a fraud, took my deposit and never installed our cage. Broken promises, lies, etc... Will never call you back. I'm in the boat with alot of people who lost their deposit. Just check out BBB...Do not use this company!

Same situation as many of the other reviews. They received our deposit in December and there has been no communication, no follow up other than one email from an employee that said he's unable to provide any information. I've left several emails and messages for the president and nothing. Now we are paying an attorney to try to get our deposit back.

Our Experience with Harpers 1980 LLC- I would give them zero stars.
After Hurricane Ian it was very difficult to find available contractors to replace our pool cage and install protective shutters. We did manage to get estimates from 3 contractors but we chose Harpers 1980 because they are a local business that had ok reviews online (at that time) and a good Better Business Bureau rating. Salesman Dave A articulated best case scenarios for us.
04-03-2023: We provided a $5000.00 deposit towards a new pool cage (19% deposit, towards total $26,300.00). On 04-05-2023 we provided a $3250.00 deposit for roll down shutters (50% deposit towards total $6,500.00) Mr. A told us the pool cage build would probably be in December but could be sooner. But our invoice stated it would be 8-10 months after measure which put the install from December 2023 to February 2024. Mr. A was emphatically certain that our shutters would be installed in fewer weeks then the 10-12 weeks than our invoice projected timeframe.
Charlotte County, Florida has a statue 489.126 that requires a contractor who collects a down payment greater than 10% to apply for a permit within 30 days and start work within 90 days. (We did not know this at the time we paid those large down payments). Harpers 1980 did not adhere to this statue.
We explained to Mr. A that because we live in a deed restricted community, all outside work needed HOA approval before work began. We needed confirmation that Charlotte County permits were in place and plans submitted for approval. We also sent an email to Mr.Brian White, Harpers 1980 President and Manager and Mr. A asking for plans. We heard nothing from Harpers for the next 3 months.
Phone calls and emails went unanswered; after learning that Dave A no longer worked with Harpers, we went to the showroom in person to get some answers. We wrote a letter asking for answers that we gave to Brian White's son-in-law Isaac B who told us that he didn't know where our shutters were and that according to our pool cage agreement they had until February 2024 to build our pool cage.
In January we received an email from Isaac acknowledging that he failed to get back to us and claimed "manufacturing delays and labor shortages". We forwarded an email from our homeowners association informing us that we could not get approval for modifications to our home because Harpers 1980 has not yet applied to Charlotte County for permits or submitted engineer's plans. We then heard from Brian White on January 22, 2024 stating that "it is in the process" and then blaming original salesman Dave A for "failing to turn this in right away". He totally discounted all of our phone calls, 2 in-person visits, and emails asking about why everything is so delayed.
We sent a registered letter on 02-27-2024 asking for a full refund of our deposits that total $8250.00 for the shutter and pool cage. No reply from Harpers.
We recently checked the Better Business Bureau of Florida site and discovered complaints regarding Harpers 1980 and a rating of "F". The complaints sound very similar to ours.

Takes your money and refuses to install product. Their Google reviews and BBB rating say it all. Run, don't walk away from this fraudulent business. Terrible people.

Cased my check on June 1, 2023 and it is now March 15, 2024. Now 41 weeks later I still don't have my roll down screens or an installation date. They are still advertising their services in The Best Deals Book. Check their BBB rating and yelp or Next Door. I love in Gulf Cove area not the boondocks.

On December 12, 2022 we accepted an offer from Harper's 1980 LLC, and Brian White for an installation of a new pool cage, screen enclosure for $21,200 in our Port Charlotte house.
We were promised and received an invoice with completion time of one year, and we gave them $2,000 deposit.
We waited one year patiently but no one from Harper's contacted us with updates, so in the beginning of December 2023 we contacted Harper's asking questions, when can we expect our pool cage to be installed. We were told that it would be installed sometime in the first part of 2024, but no other answers and information were given. At that time we called the Charlotte county asking if at the permit was pulled or at least if application for permit was filed, and learned that none of this was done. At the same time we noticed and learned that numerous social media sites, Google reviews and Better Business Bureau were receiving and reporting multiple complaints about deposits being taken by Harper's 1980, but installation dates were not honored, and many complaints about the company and it's owner Brian White.
At this point we decided to contact Harper's requesting our deposit back due to company not fulfilling their promise.
We contacted the company by phone, texts and email requesting the deposit back but no one from the company called us back. Finally Brian responded by text that he will get back to us. First to wait until Tuesday after Christmas, then January 4, and then nothing, except him saying to stop contacting him. And then he blocked me.
At that point we decided to go to the Harper's office to request our deposit back and met with Brian's wife Tonya White, who said that we are only eligible for partial refund of $940, and that we will have to wait 30 days.
We again requested the whole deposit amount of $2000 to be refunded due to lack of communication and Harper's not fulfilling their contract. 30 days went by and we didn't receive any deposit. We contacted Brian and Tonya again requesting our deposit and were told to send a certified letter requesting refund, which we sent, and Harper's received it on February 10, 2024.
In the meantime we received threatening texts from Brian to stop social media attacks and BBB complaints, which we never did. And he threatened us with his lawyer on couple occasions. This was very unprofessional conduct of this company and its owner Brian White.
On March 11, 2024 after 30 days since Harper's received that letter we still have not received our deposit back.
We then again contacted Tonya and Brian White and their response was that only partial deposit of $940 will be given to us next week. We notified Harper's that we are not accepting anything less than full refund of $2000.
Within the last few weeks we learned about many customers like us that gave deposits to Harper's and had hard time getting their deposits back after the promised installations dates were not fulfilled.
His BBB F rating, negative Google and Yelp ratings and negative posts on social media should be a warning to others to stay away from Harpers 1980 LLC.

Harper's is a HORRIBLE Company. Do not believe one word that comes out of Isaac or Brian's mouth. Not sure who is a bigger liar Brian or Isaac. So very disappointed ! We too were promised installation august 2023 Sept 2023 Nov 2023 Jan 2024 Feb 2024 and the latest lie we for sure are guaranteed install date as soon as they get back in 5 days from yet another family emergency. We to were told we do not have to pay the balance due. I believe this is Brian's way of holding people off and keeping our money to use for themselves.
Lies lies lies.
We put 50% down $6500.00.
Everyone in Florida needs to no just how horrible Harper's is. Please do not use Harper's. They lie take your money and you will never receive any of their products. Our last email we asked to just please refund our money and Brian's reply was. I will wait to here from your attorney. This is telling me they they have no intention of giving us the product we purchased or refunding our money they have had for almost 1 year.
